Airline rules that matter on this route
- Health certificate: Air Canada needs one for every pet. We tell you the date it must be done by. See vet health certificate for flying.
- December and winter: holiday embargoes limit space in late December, and some aircraft take no pets in the coldest months. See winter and holiday embargoes.
- Breeds: snub-nosed and strong breeds have extra airline rules, and pit bull type dogs cannot travel through Pearson. See snub-nosed breeds and flying.
- Pickup on time: collect your pet as soon as it is ready. A pet not collected within 4 hours is moved to a kennel (or a vet) at your cost.

Moving to Quebec City with a pet
Weather and the best time to move
Quebec City gets a lot of snow, about 3 metres a year in the city, usually from December to late March. January is the coldest month, with average lows near minus 18°C. July is the warmest, around 25°C, and humidity can make it feel 5 to 7 degrees hotter.
May, June and September are the easiest months, with mild weather, while the snowy cold of January and February and the busy July 1 moving period are the hardest.
Arriving at Québec City Jean Lesage International Airport (YQB)
Pets are collected at the airline's cargo office, not at the passenger terminal. From the airport to downtown Quebec City is about 16 km, around 25 minutes depending on traffic.
Pet licence and local rules
The City of Québec requires every dog and every cat to be registered, and a city tag is issued. Cats must also be spayed or neutered and microchipped (some exceptions apply), and Quebec law requires every dog to wear its municipal tag at all times.
- Under Quebec rules, a dog in a public place must be on a leash no longer than 1.85 metres, and dogs of 20 kg or more must wear a harness or halter.
- In city dog parks, each person can bring at most two dogs, and dogs must be registered and wear the city tag.
- Leashed dogs can use the Promenade Samuel-De Champlain, but only service animals are allowed at the beach area (Station de la Plage).
Where to walk your dog
Off-leash areas include Parc canin de la Pointe-aux-Lièvres (along the Saint-Charles River, rue de la Pointe-aux-Lièvres), Espace canin de Duberger (boulevard Central), Espace canin de la base de plein air de Sainte-Foy (rue Laberge) and Parc canin de la Pente-Douce (avenue Belvédère, at the foot of the Pente-Douce). Check the posted rules before you let your dog off leash.
The Plains of Abraham welcome dogs on a leash of 3 metres or less (federal park rules), and the Promenade Samuel-De Champlain runs about 6.8 km along the St. Lawrence River with leashed dogs welcome.
Dates to know in Quebec City
- Late January to mid-February: Québec Winter Carnival. This 10-day festival fills Old Québec with crowds and night parades during the coldest part of the year.
- July 1: Moving day. Most Quebec leases end June 30, so many households move on July 1 and streets are busy with trucks.
- July: Festival d'été de Québec. This big outdoor music festival brings hundreds of thousands of people downtown, with loud shows and heavy traffic.
- August: Grands Feux Loto-Québec. Fireworks shows over the river start around 10 p.m. on several nights, which can frighten pets.
Renting with a pet in Quebec
Quebec landlords can refuse pets, and a no animals clause in a lease is legal. Landlords cannot charge a pet deposit or any other deposit.
